Being up in the clouds it can only be reached by airship but if you lack an airship don't worry, you can just pay to take the fairy from Neowdale to Orlandia. In a pub off of Siesta Avenue, sits LTC Espinoza. He's seen eating a rack of ribs, and drinking a pint of the local speciality ale. He seems concerned about something though, but does his best to act normally.

(no i meant the names of the panel rooma tat the con. for example theres siesta, biscayne, palms, oleander, etc. Those 4 names are the only ones i can rembmer off the top of my head.
